Overview
Three feet of clearance is not maintained in front of electrical panels or breaker boxes; or emergency shut-off controls to equipment are blocked/inaccessible.
Access to electrical panels, breaker boxes and emergency shut-off controls must be maintained at all times. OSHA outlines access as a distance of 36 inches in front of the panel. Access to individual pieces of equipment must also be maintained for safe working conditions. This is outlined in OSHA table S-1 found in 29CFR 1910.303(g).
The photos are examples of blocked access in conjunction with some other hazards. Note the blue tarp in one photo. Not only do you have to crawl over large water pipes and junk to get to the panel but the tarps are hung over the panel doors to prevent water intrusion from a leaking pipe.
